Appearance
The first thing anyone would notice about Pakaros is that s/he is dead. Or, more specifically, undead - s/he is now little more than an animated skeleton with two lights in his/her eye sockets. S/he is always clad in the traditional garments of a mage.
A pendragon with sufficient knowledge of anatomy can make some guesses about what s/he looked like when s/he was alive from looking at his/her skeleton. Judging from the horns jutting from his/her skull and oddly-shaped eye sockets, one can assume that s/he was a Lukuo. The thickness of the bones suggests that s/he was not very physically active, and thus was very slender. The size of the bones and overall skeleton leads one to suspect that s/he was slightly shorter than average. Notably, Pakaros appears to lack tail bones - perhaps s/he never had a tail in life.
In addition s/he can use illusion magic to disguise him/herself as one of the living. When s/he does, however, s/he takes on a variety of forms of different race, age and gender. S/he can even alter his/her voice to match his/her disguises. All this helps to elude the Council, and it has worked largely thanks to his/her skill.

As the leader of the Free Mages, Pakaros sees the Council of Thirteen as his/her enemy for how they handled the Flux. However, rumour has it that the undead 'dragon's hatred of the Council goes back much, much further than this...
History
None know exactly how old Pakaros is, but research suggests that s/he has been in his/her undead state for at least the past few decades. Rumour has it that s/he is actually hundreds, if not thousands of years old, but whether this is hyperbole is unclear.
Regardless, what is known is that Pakaros is a recurring name amongst the magic-using circles of Ramath-Lehi - a name often whispered in hushed tones. The fact that someone managed to conquer death to the extent that s/he did, and lives on as nothing more than a skeleton, has not gone unnoticed.
Despite this notoriety, Pakaros was usually very low-key and barely heard of outside of the mages' circles... until the Flux hit. Not long after the USR began conscripting mages as Suppressors to handle rogue magic-users, some noticed that some of the conscripted mages failed to turn up when called to the local USR base, or were absent from their homes at a suspiciously specific time. A number were found later, with some reporting that they were teleported away or contacted by a skeletal pendragon.
However, as for the rest of them, it was as if they had disappeared off the face of Ramath-Lehi. The USR searched frantically, but could find no signs of Pakaros or of the missing 'dragons.
S/he would not resurface until Early Dyo of 81387. Almost a year after the ban on Magicka had been lifted, a number of former Suppressors were suddenly found dead. It was clear that they had been brutally murdered - by magic. Next to the corpses was a message written in their blood: Pakaros lives again. Long live the Free Mages. Down with the Council.
